Weapon sounds barely audible to no sound at alll, no fix works for me

No sounds from the shotgun or minigun. Rivet gun hardly makes a sound. Drill sounds like an insect buzzing.

I've tried fiddling with the sound control panel
I've messed with the different sound options in game
I tried the Bioshock 1 fix by enabling stereo mix(worked for Bioshock 1)
I tried this guide: https://steamcommunity.com/sharedfiles/filedetails/?id=322637977
And believe it or not, the """"""""safe""""""""""" file actually has now made it so my game crashes. Deleting didn't fix my crashing, nor did the """fixes""" for the crashing it mentions. Oh, and it didn't fix the audio issue.
Compatability mode? Nope.
