Does this game have a story?
Or is it an arena and highscore brawler like Ubermosh?

Unfortunatley I don't think it has a story. I think it's like an arcade type kind of game. Just keep killing until you reach a high score.

It has some kind of a story, but the more appropriate word here is lore. It is rather basic.

There are only hints of what took place, there is no ongoing story or conclusion to speak of. You are only there to witness the violent final moments of the main character.

I would like to see them expand on this world at some point, either by new chapters of additional bosses and dialogue.

I would love for there to be a story mode

My guess is the main character was part of some family clan, and then killed a member of the yakuza, who were probably enemies or rivals to her clan and was on the run because of it. She crashed then her motorcycle, decides to have a last stand, and kill as much of the yakuza as she can before she eventually dies.
from what i can tell from the rare profile brackground is that they were both raised by the same master ishikawa and from the background it looks like akane is more serious and dedicated to learning from her master, while katsuro looks to act more like a kid laughing and playing with a plane, i think this explains while katsuro might have the cybernetic enhancements since akane would have been more skilled. i hope they add more lore/story to the game beacuse it would be interesting to find out while they are archnemesis. the only reason i could think of is if it had to do with their master and maybe katsuro has the cybernetic enhancements due to a wound from akane. we also get a card that has the cyberninja on it and i think his name is saigo since the card is named that, unless it related to the word saigo in japanese which means end, last (i think atleast)

Saigo , I think, is just a tribute to the protagonist of Akane's alpha/first version, which had "Saigo" in it's name as it was the protagonists name. So they kept that as a tribute I guess.

But anyway, here's the sum-up of the story by my point of view:

Akane, a talented child born to wield a sword, is raised by a renowned master; she lives in the dojo and dedicates all her time in improving skills, reflexes and speed. She's very diligent and the pupil of the master, so much that he eventually decides to teach her an ancient and legendary technique: once again we can see that she's a quick learner, and masters the dragon slash almost at the first try, though quoting her master "Her movements are still slow and predictable" while using the technique. Eventually, some time passes and Akane has not only learned the basic technique perfectly, but she actually developed and enhanced version of it that allows her to target more enemies in a wider area: at this point, Akane considers herself ready and she says that "it's time". Time for what? I am guessing vengeance. Vengeance towards the mafia, the Yakuza that operates in mega Tokyo; my best hypotesis would be that the Yakuza actually killed her parents when she was a lot younger, a baby perhaps. Katsuro, whom has been playing with paper planes while Akane was working hard to become a skilled swordsman, realises how low his skill level is compared to Akane's: he is jealous, and considering that also the master dislikes him, he will eventually take the wrong path and enhance his body with cyber-parts, becoming basically an android. He wants to challenge Akane and kill her: they already fought once before the events that occur in the Arena, and we can notice that when we first battle Katsuro after defeating 100 Yakuza members: "We meet again, but this time you won't run away". Katsuro is driven by wild rage and jealousy, being sided with the Yakuza, the gang that Akane has been tormenting for years now, thus becoming a primary target for them. She wants revenge, and she wants to kill them all: after leaving the Dojo, as we just said, Akane must've spent all the years trying to bring down the criminal organization, either by trying to track down their leaders and cut them in half, or by trying to kill as many members as possible.
She had a tough life during this time, a stressful existence that she lived with no moment of relief since she was being hunt down by the Yakuza at this point: drugs were a temporary solution, as we can see a syringe laying in front of her in what seems being her apartment (Check the rare Akane art in which she is sitting in a room while listening to music. There's a syringe and two small bottles of perhaps some chemical substance.) One day she is driving around Mega Tokyo, always scouting for informations or eventually Yakuza members to cut to pieces; and then the crash occurs, premeditated and organized by non other than the gang that has been trying to hunt her down for so long: a sudden ambush, and now she's surrounded...thousands of Yakuza members armed with swords, guns and what not runs towards Akane, wanting to terminate her.
Her master, who has been probably following her for the past years while remaining hidden, can be seen on a roof, observing the fight as his best student tries to survive to the hundreds of Yakuza men. Akane is either gonna die, or exterminate each single of those ♥♥♥♥♥♥♥ that very same night.
I have finished all the achievements/challenges for the game and omce you do you unlock a hidden cut scene. In the cut scene it is akane and her master, akane brings up her family. The master said how the "something clan or something (forgot the name will fix later) was very annoying gor him but he had killed all of them. Akane said 1 survived, the master gets confused and ask akane the meaning of the talk then akane tells him that a baby of the (something clan, the 1 he had killed) survived and that was her and she is seeking revenge for her parents. The master realises that akane used him for her secret technique but thought he could still beat her. Then akane does the dragon slash at such speeds she doesnt move. The master says something then dies. This would be the reason katsuro wants to kill her since i believe that katsuro father was the master. Ill go rewatch the cut scene and make a improved post about the story with some screenshots but im going to bed so ill do it tomorrow. To unlock the cut scene you need to unlock all the equipment and then it appears at the main menu under the challenges bar when you load the game up.
The story of akane is simple, she was born of the sugahara family. Her family was destroyed by a swordsman named ishikawa, she then asks to be his apprentice to learn the dragon cut style. This takes place in 2098. Practicing day and night to master this style she develops the dragon slayer style. In 2099 she kills ishikawa with this style then is chased out by Katsuro. A ronin cyborg by the name of saigo faced akane twice, the first time (My theory was akane joined the military at one point and and saigo was a big threat) was able to escape the dragon slayer technique and tried to replicate it using high tech equipment, but Akane would not allow someone else to replicate her style. She kills him and takes his visor as a trophy, it contained futher insite to her dragon slayer style and she improves it. Later akane turns to drugs, alcohol and smoking (smoking is another sign of being military, as someone who was in the army as 11b, many of my friends smoke and chew. That and along with the fact she has a military vicious s36 which was used by the military in the 00s and the boots and the fact that only one out of 25 mafia members have firearms but she has rare to military grade stuff throughout) and plots her revenge against Katsuro and the mafia. Wielding the kurosawa katana she crashes to the worst part of mega Tokyo, deciding she didn't want to live getting hunted down her whole life, she crashes on her motercycle and gets up "tonighy ill die here, and ill take all you sons of ♥♥♥♥♥♥♥ with me." She kills Katsuro and many mafia members... (this is supproted because of his dialogue when you first kill him.) but she's inevitably overwhelmed and killed. This goes on air across the world and is known as "The Mega-Tokyo Massacre." It's unknown what's happens after the massacre, but this is what I've gathered after unlocking everything and seeing the final scene. It's sad there's not more to go on... when I get good enough at drawing I want to make a side manga for the game and draw out how I feel the end would be for this mysterious character.
