Looks like my save game is corrupted then, managed to get 2 missing keys from Level 13 & Level 16 but Level 11 was 100% picked in the first playthrough.

Yes, that's the order of shown keys. Unless I made a mistake somewhere.

Level 0 can only show pots and photos btw, it can't show letters and level completion.
