Trading Square still locked / What's 'Upcoming'?

Any info when and if the Trading Square unlocks given that my Business Street is already maxed?
Is there additional 'Upcoming' (as seen on the screenshot) content planned?

pretty sure it was reserved for when they implement item or rare resource trading but its never been put in the game
