I have an i5 4690k and an RX580. I lowered volumetric lighting to medium and shadows to high instead of max and the game sits locked at 60 fps. Anyone having trouble should use those 2 settings and possibly switch AO to SSAO instead of HBAO+. You won't loose much fidelity and you will gain some decent frames.
