I also have the 1060 and it ran this game fine at 100+ FPS.
So he is right, get a better PC, because there's obviously a bottleneck somewhere.

I have a 1060 and the game runs fine at 100+fps at all times, so it's a problem with your build pal. Runs perfectly fine. My specs are
Nvidia GTX 1060 6gb
AMD Ryzen 2700x
Corsair Vengeance 16gb

Some of you guys may have alot of graphical options switched off hence the increase in fps compared to others with the same card.

....everything high and i'm even using custom shaders and ♥♥♥♥ to enhance the game even further, even shadows.
So no, it's most likely his own build .. Bottlenecked.

1060 and runs smooth

really wish developers would specify in the storage requirements on the steam page if a SSD is recommended/minimum needed. all i have ever seen just state the gigs needed, this really needs to be updated all around. such as FFVX, 300+ gigs is fine but you need a SSD to not spend 30min at a load screen, none of this is mentioned on the requirements. this exemplifies 98% of steam store pages.
