My suggestion is to first verify the game's files, and then use Fluffy Manager 5000 to install them:
https://residentevilmodding.boards.net/thread/507/fluffy-manager-5000
The cool thing with FM5000 is that If you install a mod by using it, it keeps a backup of the original files. When you disable it, it restores the original files back, so you can safely activate another mod which could possibly conflict.
1. Uninstall all RE2 mods in Fluffy
2. Go to the game in steam and click "manage", click "browse local files"
3. Find the DLC folder (usually a string of numbers), right click it and uncheck "read-only"
4. Go back to Fluffy and click "re-read game archives"
5. Install your mod through Fluffy and enjoy
