Report a translation problem
As it turns out the issue was caused by a glitch with Mister X. After I picked up the card key from the dead reporter, I made my way through the prison, shot every zombie, but Mister X was nowhere to be seen. Not on the main path with all the cells, nor on the side path. I thought nothing of it, I figured he got stuck in the police station or so where I last knocked him out. But then when you progress to the garage gate and insert the key card, the game enters an infinite loading screen -- I ALT-F4'd my game numerous times to narrow down what caused it. Luckily the game sets a checkpoint right as you enter the main garage floor, with only a short stretch towards the gate.
WHAT YOU HAVE TO DO TO FIX IT. Disable all mods or trainers that might alter the behavior or appearance of Mr. X. After the checkpoint, walk right back into the prison block. Back to where the reporter used to be. Funnily enough, his character model disappeared when I arrived there. Loop around the small section and walk slowly towards the exit of the prison block again. If your game is not utterly bricked, Mister X should now appear as usual. Run away from him or knock him down, your choice really. Rush to the gate, unlock it, and the game should resume as normal!
