Report a translation problem
If I executed the re2.exe from the folder, it started but without the game savings, so it had to be something related to Steam.
After some tests, I found my own solutions. It is the save file, it gets corrupted.
I hope it helps you and others.
STEPS
- Steam, right click on RE2, Properties and deactivate Steam Cloud sync
- Go to the Steam Save Folder of RE2:
C:\Program Files (x86)\Steam\userdata\YOURIDNUMBER\883710\remote\win64_save
- Rename, move or delete the file "data000.bin"
- Start the game from Steam
You should have all your saves but not the "auto save"
EXTRA
- If this does not work, I would try to rename the others save files from same folder.
- You can reactivate Steam Cloud after a new "auto save" is created:
-- Play RE2 and force the game to create a new auto save
-- Rename the new auto save data000.bin
-- Reactivate Steam Cloud for RE2
-- Erase the downloaded data000.bin that has just been created
-- Rename your data000.bin back to normal
-- Launch game, Steam will ask it has differents saves, upload yours

- Quit Steam
-If you go into the RE2 folder:
[Mine is: (C:\Program Files (x86)\Steam\steamapps\common\RESIDENT EVIL 2 BIOHAZARD RE2)]

-Try starting RE2.exe from here.
-IF you get the error involving 'VCRUNTIME140_1.dll'.
-Then you must>> RUN (windows-cmd-key + R) : appwiz.cpl
**Notice the list>
**You may see multiple 'Microsoft Visual C++' versions, such as 2005, 2010...but the last one may be 2017 (as was for me).
-Quit steam.
-Go to the link below and download BOTH the x86 and x64 architectures to your desktop. Once they are both downloaded, click them and install them.

- RESTART YOUR COMPUTER
-Run appwiz.cpl in 'windows+R' (Run).
-Check to see if the updated 2022 version is there.
--At this point I ran the game via the RE2.exe from the folder directly, which did NOT show the error this time, **but it did ask me to start and log-in to Steam. **I was unable to Exit the game from the in-game menu and had to ctrl-alt-del > End task for Steam entirely.
-Start Steam back up and give it a shot.
**This is what worked for me and everything works fine, including my progress and I have had no issues with my save files.

My guess is, if you bought or are using a New laptop, perhaps and old one too, the natural 'Windows Update' did not download updated C++ suites. In this way you have manually updated the suites and should be good to go. Best of luck to all. Sources below.

BRO the same happens to me but i havent even gotten the chance to play!
Right click on your game in the steam library, go to properties, go to BETAS and select Resident Evil 2 [dx11_non-rt].
The download will reinstall the game automatically.
After that the game worked fine for me.

Note, I had the same issue and re-downloaded the c++ runtimes as mentioned above and clicked 'REPAIR' on both install files and after a reboot that fixed my issue WITHOUT switching to dx11 non-rt beta.
