he was bitten either by Brad (R3Make) or by a common zombie (RE2 Classic). eitherway, he was in the process of mutation/infection when [he met] Leon/Claire [met him] in A-Scenario.

Outbreak isn't really canon. It shows the city being destroyed in a totally different way (in canon it was nuked). Outbreak is really kind of a non canon "what if" scenario that includes some references to the real story.

Except the Resident Evil games including the remake make references to Outbreak meaning that some of the events in the Outbreak games ARE considered canon.
