Well on 4 remake it's always grayed out for me, even with atmos on.
That's normal. It's always greyed out. But if you have Atmos on in Windows, it will say "3D Audio ON" in the game, even though it's greyed out.

I just discovered a bug! There's nothing wrong with the Dolby audio!
If you change the 3D Audio setting, it breaks the audio. You cannot change that setting in real-time. You have to turn off the game and open it again.
This bug is also present in RE3. However, in RE3, there seems to be a second bug. Setting Dynamic Range to Large makes the volume of guns really low for no reason. Changing the setting to Small actually makes the audio sound just like RE2.
