One on one however the knife works great as it stunlocks Lickers.
For Leon, knifing is a valid (but pretty dangerous) strategy, otherwise just use your magnum or shotgun.
For Leon, tough dangerous, dodging or using the Shotgun works well for me.
I have never actually tried knifing them so I wouldn't know if it works or not. (Considering people keep mentioning it)
The knife can stunlock them if they aren't facing you.
Barring that, most of the time you can avoid lickers simply by walking past them. It's easy to abuse their blindness and just avoid wasting anything on some of them altogether.
if you aren't confident walking through areas with two lickers, keep a Flash Grenade in case to stun them. (Claire has little use for Flash Grenades in the game overall, so use them often if you want in her run.)
As Leon:
- Use the Magnum if you have to. Would not use the Shotgun as you're better off using it to 1-shot zombies. Be sure to wait to see if they hop back after you hit them with a magnum round, then fire again. Be sure to save some magnum ammo for G-Adults and G3.
- If you get a bit more experience, use the knife. As others have said, the damage you do with the knife is intricately tied to the frames, so more frames = more strikes you do. Slash along areas where you'll hit multiple parts, usually on their sides. Lickers will actually get stun locked by the hits they take from the knife. Get close as possible with them and go at it. This also counts if you play as Claire. If they're on the walls, you can make them fall from the constant knife attacks.

As Claire:
- Use the Acid Rounds with the Grenade Launcher. Flame Rounds will do the same thing, but save them for G2 and the Ivy Zombies later on. Unlike Acid, you can't craft Flame Rounds. One shot and they'll flail about, giving you time to DPS them with the JMB pistol.
Hope this helps, although I'm sure others will give you additional advice not mentioned here. Sorry if I mentioned other enemies here, but believe me when I say the Lickers tend to be the least of your worries when you encounter them.
P.S. The flamethrower is actually decent on some enemies outside of the Ivys. Preserve it for bosses in Leon's run such as G2 and G3.
