I ran out of ammo on the first boss, do i really need to start the game over?
My ammo economy was really bad at the start but after i stopped panicking i started conserving ammo more. I had searched every room i had access to before going to the first boss and i had little ammo going there because i had to escape 2 lickers (one in the hallway to the Stars office and one that spawns when you detonate the C4 that leads to the final amulet thingy). I found some ammo in the sewers and the boss arena so i thought it would be fine.
I landed all shot except 2 pistol shots and most of them were weakspot hits. Despite that i ran out of ammo and my knife is in one of those lickers.
Do i really need to restart the entire game just so i can save every bullet possible?

You can either fall back on using a knife or try again, but this time make every shot count. If you wait for the reticle to shrink then you do 50% more damage. On my current play-through (Leon 2nd run on hardcore) I was able to take him down in like 6-7 shots with the magnum this way.

How much ammo do you currently have?

iirc you can walk past the lickers in silence because they're blind so no need to spend ammo on them.

The first boss is Birkin, right? I believe there are herbs, grenades and ammo inside his arena, check the corners. Shoot his eyes, not anywhere else in his body. Shame you don't have your knife, he is a breeze with the knife.

I got about 15 bullets for the pistol and 3 shotgun shells BEFORE activating the Statue that sends you down.

Aw cutting it close. I think with the ammo in the fight area that should be enough for you. Just hit that eyeball with a small reticle and you should be just fine.

Hope you enjoy the rest of the game. I’m currently in my 4th playthrough this week. Just about to finish Leon 2nd run on hardcore and I have realized that there is plenty of ammo to kill everything if you know what works best for everything.

the knife is really overpowered in this fight, if you just start digging into him as soon as it starts and strafe opposite the pipe, he should go down before the knife breaks, also, right before the fight, there's a grenade you can snag to use to make him flinch if you mess up, it's in the stairwell on the bottom level.

Resident Evil is no stranger to get players into having to start over. It is what it is. Ammo management is a big part of it...

That said.. I'm not sure if you ate your bullets or flushed them down the toilet because I've beaten this game 8 times, 6 on hardcore mode and I always shoot and kill everything and I still have ammo for the boss.

i panic missed alot at the start

To put it simple: There is only way, to softlock yourself in terms of ammo vs. boss.
And that is Leons scenario at hardcore difficulty at rank 8.

In that case, the amount of ammo that find within the boss area is not sufficent to kill the boss. In every other situation you'll get enough ammo to take the boss down IF you make sure, that every bullet hits the target at his most vurnurable spots (the big eye or the head) with focused reticle.

If you enter the area on standard or below with ammo in your pockets, you can win.
Knife is golden against him, especially in the beginning you can land a ton of free hits while he's still....growling.
If the knife breaks or he catches you, look around for the handgrenade.
After that use your pistol.
Avoid the use of the shotgun if you dont have to. He (and alot of enemies) is very resistant against shotguns.
