Yup, use your GPU settings they are able to put caps on FPS if the game doesn't have them.

That's a new one. Are you telling me the only way you know how to limit any game fps is by using CheatEngine? Makes total sense, of course everybody uses it. RivaTuner? No, that does not exist of course.
Thats factually incorrect. There are a couple things tied directly to FPS within Resident Evil 2. Knife damage, Stair Skating namely.
At 60 fps, It takes over 40 slashes to kill Birkin1. At 120, it takes 35. At 180 it drops to 25 slashes, and at 230+ you can get it 20 or under.
Stair Skating (aiming your weapon for a split second on steps to cancel the animation, letting you move faster on steps) is also directly tied to fps. Higher fps, the faster you move.
Doesn't matter if your monitor can handle it or not if the game itself has things directly tied to fps.
