Is this game horribly optimized?
I bought it yesterday after looking at the requeriments. My PC isn't the best one, but I have i7 11 2,9Ghz, gtx 1080 4gb, 16gb ram and I can't play this game at 1080p 60fps without stuttering. What I found most weird is that my PC can run RE Village at 1080p 60fps at high settings with some elements at ultra, but when it comes to RE2R it's almost impossible to play well without the FSR, even if I lock the game at 30fps.

I had stuttering too on a newer pc and shutting off the shadow cache for a little while then turning it back on helped. Or could try and put it on the dx11 version for some the dx12 ray tracing update screwed some stuff up
No, it's perfectly optimized.

Check your vram usage. You may get stuttering if the game uses more than 4gb.

This RE Engine is a dream , it is perfect ! something is wrong in your setup

Try using the DX11 version on the beta branch, may work better for you. Just remember to uninstall the DX12 version first. The DX12 with RT is not optimized particularly well for older GPUs.

Use DX11 build. RT build is basically a tumor on your PC (regardless of if some people would like to admit it.)

I'm gonna take a wild stab that this has something to do with it:

your missing my point. RE2 remake, 7 and 8 work fine its only 3 that has issues for me. and they all use the same engine in fact RE2 came out first so if its just poor ports on the first remakes then the second works better somehow

The post I replied to says that RE2 stutters.

Now you're saying only 3 does.

Make up your mind.

Have you tried what has already been suggested?

yeah but for some reason it just doesn't work well. Its not massive frame drops like 60fps to 10 or anything but it stutters and has micro lag so its noticeable but not enough to make it unplayable but for me its annoying because you will be enjoying a smooth experience and then boom fps spikes. I just don't understand how beefier games like RE 7 and 8 run fine at 144fps but 2 struggles in some areas but runs fine otherwise but 3 just hates it haha.
