FSR is an upscaling tech, It should be in the graphics menu if you scroll down a bit.
Enable FSR and then load into a save and you should find it runs much smoother, I dont get crashes with FSR enabled at 4K
How is it shown in the ini file? I can't open the game to change it.
I don't think it's shown in the .ini
Delete re2_config.ini from the game directory but DO NOT delete re2_config_default.ini
Then relaunch the game, the defaults will be loaded and you should then be able to get back into the game.

For safety's sake, Make a backup of re2_config.ini first to your documents folder or somewhere you can easily get access to it.
I second on this, 1050ti mobile is weaker than 960 desktop version. You're running lower than current update minimum requirement. You might need to try lowering your resolution but within game support resolution and reduce some background app consumption might help. Updating your graphic card from NVIDIA main site also might help. (Be sure to backup cause this is a laptop)
In worst case, you might even need to fetch driver from your manufacture's laptop brand instead if the official NVIDIA site doesn't work that is. Or you cannot roll back to previous driver. So better keep it downloaded on hand.
Newer drivers usually don't work with my laptop. I had to keep the older ones like you said (when Winupdate try to make my life harder, for example).
It seems like unless I'm doing something wrong, I'll be on Capcom hands which is SAD because they don't care about PC gamers at all.
