You can use some with the dx12 version, though. The modding tools have been updated. It's just on the modders to update the mods themselves.
If you've got the hardware power for it and feel like taking the time to tweak settings for a stable frame rate, I'd say go for RT.
The reflections in the original version were a ♥♥♥♥♥♥♥ eyesore that never should have made it past beta.
If you have a decent RTX card then the ray tracing looks nice, but is is resource intensive.
Stick to the dx11 version, even with RT (which is shockingly poor) it's the vastly superior version.
it always ran worse in dx12 vs 11 even before it was updated.
