I think he's saying it's Capcom's fault for publishing an update that most saw as unnecessary, and which apparently broke mod support (I haven't tried mods since the DX12/RT update).

How many people are actually aware of that? Anyone not following the Steam discussions at the time (which is probably most people who own the game) wouldn't necessarily know.
That depends on person preference. There are mods that fix issues with the game, or at least change things to make them more tolerable to some people (for instance a "no vignette" mod). I also saw a weapons overhaul mod, a mod to remove the green color filter on the game's visuals, etc.
I seriously doubt that the majority of people who own the game bother reading the gaming news. Believe it or not, there are even people who avoid social media. The odds of people being completely ignorant of what happened are higher than you think, and I bet a significant number of those who did read/hear about it didn't know that a beta build was made available for owners of the game to roll back to the DX11 version. After all, most people just read headlines.

That's a link to patch notes on Steam, and not a news article on a third-party website...
Social media is a source of news. Some people don't follow social media, don't follow news, etc. and thus would have never heard about this.
You're the one who decided to go off about third party news and social media.
