go to the game right click on it then go to properties then in the launch options copy paste this -dx11 or -d3d11 then ya done.

Yep tried this. Maybe its becuz I dont have DX12? I dunno exactly
In the window that opens, Scroll down until you see an .ini file called re2_config
Right click it, Open it with Notepad and at the top you'll see this
Change the "DirectX12" on both lines to "DirectX11" then close and save the file and then launch the game again.

If this happens to you on RE3R, RE7 and RE Village, It's the same process for those games also :)
Naw, when you set the launch arguments to DX11 via the steam client, The .ini file is still set to DX12, So the bug persists, it's just that setting launch arguments via steam doesn't have write permissions for the .ini, Steam only had permissions to launch the .exe and the .exe loads the .ini, So to fix the bug you have to manually edit the .ini or delete it and the game will create a fresh .ini when it is next launched
This is the same for RE2, RE3 and RE Village, they all have an .ini that has the API written to it under renderer and that's what the .exe reads to remember your ingame settings
