You can see it's not that different once he loses the riot pads and undershirt.

Cops have worn different shades of blue for a number of different reasons. I always thought it was a thing about patrol cops and desk cops.

that and rookies often wears different type of uniforms... at least at the time the game is taking place they used to do this

He grabbed that uniform randomly out of the locker in Leon B. It probably wasn't meant for him. His official uniform probably is light blue like Marvins. Would be cool if the uniform actually belonged to Kevin Ryman instead.

In some YouTube vid about Leon it was said that he is wearing the RPD's winter uniform, so that's why they are different and I think that makes sense. Just look at it.

Plus its not that far fetched either that officers with the proper funding (something that in regards to RE2's lore should be taken into account but I'm leaving it there) can have different uniforms for different seasons, don't want your officers getting heat strokes wearing uniforms that are made to act as heat insulators.
