What do I do now? Why didn't I unlock second run for Leon? WTF?

Because Claire's second run canonically takes place during Leon's first.
If you started ad Claire you would have unlocked Leon's second run

So Claire normal run is diffrent story and Claire second run is story parallel with the one I played as Leon is this correct?

The overall story is the same but events after the police station differs slightly. The B story adds a true ending.

eh, that replay system is kinda lame imo
claire and leon runs are 70% the same and dont make sense simultaneously
i wish they did claire run like they did ada run in re4. short, but unique and making sense

but you should play claire run, it has unique boss battles and such in between repetitive sequences

Yep I will. I'm on Claire 2nd run right now.

I think thats it. 2nd runs arent different from 1st run because this way it would be harder to find the Mr. Raccoons.

For me it's enough to be excited to replay this game multiple times. When I own a game that I really enjoy I can replay it infinitely but the problem always is that the replayability is very poor and I know every corner, dialogue and enemy placements. In this game it is diffrent and I love it for it for that.

I was at first expecting to too and then it didn't, seemed odd as the made other whole sections different for the 2.
