You can directly finish him as soon as the final battle starts, if you have the infinite rocket-launcher unlocked. Otherwise you always have to wait for the RL that's handed to you during the fight. Just like in the original RE2, actually (though in the original, the tyrant was exclusive to the B-scenario and could also be fought by Claire).
You could unlock an infinite rocket-launcher in the original RE2 as well, and the result is the same as in the remake. The boss-battles save for the final ones are temporary victories and the plot can't be skipped like that. It's not a sandbox-game.
