It's a scripted sequence where you can't even use ANY weapon until you're supposed to.

Yeah. U cant even kill Mr. X with that one unless he became super Tyrant. I wonder if u can kill him at first shot during elevator fight.

Don't think of realistic damage to enemies because the Devs didn't program the game to blow off X's coat with several rockets, which in real life we could have done and been able to see his super tyrant form in the RPD. Same goes for Birkin. The rocket launcher should have been able to blow him up in his first form and radically change the ending.

You can directly finish him as soon as the final battle starts, if you have the infinite rocket-launcher unlocked. Otherwise you always have to wait for the RL that's handed to you during the fight. Just like in the original RE2, actually (though in the original, the tyrant was exclusive to the B-scenario and could also be fought by Claire).

You could unlock an infinite rocket-launcher in the original RE2 as well, and the result is the same as in the remake. The boss-battles save for the final ones are temporary victories and the plot can't be skipped like that. It's not a sandbox-game.
