Is Leon STARS?

In the RE story in RE2 is Leon transferring to the STARS dept of just a reg. RPD officer? If he's not he later becomes a STARS member after the events of RE2, right?
Swore he was STARS in RE4

He is not a member of STARS. He is regular Cop. He also wont become a member of STARS since the team itself didnt exist after the incindents in the mansion and Racoon City anymore.

The Captian of the Bravo Team was dead, the Captain of the Alpha Team and the Founder of STARS turned out to be a traitor and was also supposed to be dead, as well as the majority of the other members. The reputation was pretty much done for.

In RE4 Leon is a member of the DSO.

He's just a regular rookie officer. By the time RE2 happens STARS is disbanded by chief irons because he's trying to cover up the events that happened in RE1. In RE4 he works as a government agent, which is why he's sent to rescue the president's daughter Ashley.

Captain of Alpha team is Wesker right? I am not much of an expert of the lore of RE0-1.

yea, thats right DSO wasnt that in RE 5 and 6? i never and wont play those. I seen those badges in RE1 hd remaster remake thing for the additional costumes

It either mentioned first in RE Darkside Chronicles or RE6, that he with the DSO, but he was part of it back in RE4 as well. They just never really pointed out who he was working for exactly. It was always only "...he works for the president".
Technically that would be the Secret Service but turns out to be the fictitious DSO.

Thats correct. Founded STARS alongside Barry Burton. More or less to keep the RPD and his Officers away from Umbrella.

Hes not a member of STARS. If he was, his uniform would have a logo on his shoulder, hes a rookie.

It is worth noting that Leon, as a nobody cop on his first day, fared better than the vast majority of both S.T.A.R.S. teams. I always wondered how he managed to get a high value government job offer right after the events of Biohazard 2 and why he took it, but the surviving S.T.A.R.S. members instead ended up trying to work in the shadows alone or joined with the B.S.A.A. once it formed.

To be fair here, Leon wouldn't have made it out of the parking lot if Ada hadn't intervened.
Probably would have died or atleast got injured in the main hall, too, if it weren't for Marvin...
As for Claire and her role ofter RC: She left the USA right after the incident and went to Europe.
Most likely because she cared more for her brother than a career at the goverment.
