Leon's second run. I can't find the fuse! HELP

I just started Leon's second run, I found cutting tool, keys, my uniform, some kind of valve, BUT... I cannot find electrical fuse to open the door to the main hall. I checked in the east office (with the door blocked by chair), but there is nothing on the desks. I found only gunpowder

i think theres one in the break room (top of entrance back to parking lot) i cant remember there are always pretty close by to where/when they are required however

This same thing hapend 2 me in 98, Playstation. Im on Leon A, [2nd Run] now. No more top down and fuq using guides, help yea, but no guides.
