He was created using the same virus that makes the zombies, but through a different process.

He's not a "zombie" cuz he is a living being.

However judging by OP's poor English it may not be his first language, he may think, from reading only the forum thread titles that we are referring to every zombie as a "Mr x" in which case, no, Mr X is not a regular zombie.

Mr X is the guy who follows you around after solving a certain puzzle. He leaves after you solve another puzzle.

He appears after you put out the fire in the east wing of the RPD and disappears after you solve the electronic puzzle in the jail, which requires two pieces to solve, he will make a quick reappearance as you try to escape the jail, so it's recommended that you be good at dodging his attacks, or have a flash grenade/grenade to use on him. Once you escape the jail with the keycard a cutscene is triggered which gets rid of him for a while

Basically the zombies are those who have died (from viral infection and trauma) and the t virus in their bodies reanimated their corpses.

The other bioweapons are living creatures who have been experimented on with the virus in order to improve their strength, durability and minimise the mutation. Mr X is equipped with a stabiliser (I believe its part of his sweet coat) which helps to prevent his body from mutating into something out of control. Mr X still has some mental capacity (which is why he can open doors and follow specific targets).

SO long story short Mr X is not a zombie. He is a Bio-Organic Weapon or BOW

What are you guys even speculating about? He is a tyrant plain and simple. The same you fight as the last boss of RE1.. but that one was unfinished. Mr. X is the final product.

He is one form of the tyrant, the T-00. There is no "finished" version and in RE2 classic you see that 6 were flewn out by umbrella, while the other 5 were sent to battle soldiers and all died (as you find out in RE3).

He is a Terminator, strong but slow. Terminators are actually smarter, MR.X was programmed to only kill, so he doesn't really have much logic.
In the original he was "programmed" to collect the G-Virus sample from Birkin! The Nemesis was programmed to kill (S.T.A.R.S. members)...

What I meant is, this one was ready for deployment in the field. Combat ready as they say.. as opposed to the one in RE1 in which was still inside a tube. The subsequent iterations or versions doesn't matter for the discussion.

The Tyrant, Mr. X, is what the virus (which made all the zombies by accident) was meant to make. Very small number of people are compatible and able to become the Tyrants. Small enough that they ended up just cloning the one or two people they had since it was going to be too difficult to find more, everyone else died or just turned into the regular zombies.

T-103 is the Tyrant series (including the boss from RE1), T-00 is the version in RE2:

It's like saying a zombie dog is a zombie to be exact...

And here you see that the Nemesis from RE3 is also a T-103 version:
