Pretty much all the safe rooms except main hall are inaccessible to him. But also the clock tower and the STARS office I believe.
I know some people absolute hate him but his presence is one of the best parts of the game for me. I kinda wish for a mod that allows him to go ANYWHERE, forcing you to lose him before you can go save hehe.

you can still save in the main hall even if he's right next to you. You just can't linger there anymore. Plus you still have at least 3 other safe rooms in RPD, and honestly it's super easy to lose him.

If you're unhappy now, wait until you get to scenario B lol...

↑ This!! Also on the parking lot, on the chief office (as Claire), the interrogation room, the room where the policeman came on at the beginning of the game and get half eaten when you try to rescue him.

As a tip: try to lose Mr.X two or three rooms ahead and start walking to avoid be found by sound location.

If you fire your gun, he'll know where you are and start rushing to you if he wasn't already.

Just about everything in the city eventually dies

I wish he was able to go into STARS office. It doesn't make sense that he doesn't given his mission.

The safe rooms make sense being safe, Iron's office is off limits lore-wise, clock tower you have to visit only once and it's a dead end.

STARS office though? They could rearrange the desks so you could kite him around and just let him enter. I actually expected him to after you unlock the weapons locker, given the loud sound that it makes.

Apparently the large bell crashing onto the floor and the STARS armory system unlocking is not as suspicious as a zombie shouting from a window.

I didn't realize they were safe areas at first and went into a panic at how loud those two events were.

Same. I did figure he wouldn't follow me into the clock tower though because there's no room to navigate there so you wouldn't be able to escape him. Strange decision too.

They didn't want to make the game too hard by letting Mr X access all the rooms. A game needs a balance. And this is how they did it.
