Library still red after using the jack lever?

So I'm back in the police station after the sewers section getting the upgrades for the magnum and I've found the magnum parts and the scope but there were two pictures and I can't find what the second picture was referring too. Also the library is still red on my map and I've gathered everything I can find and done the jack section already I don't know what I'm missing here.

Anyone have any ideas?

handgun ammo under the moveable bookshelf?

Where you moved the shelves, there is a darkened area at the left where the last shelf you moved was that contains some ammo.

The second picture is in the press room. In the library, there's the knife, the book, and handgun ammo behind the left bookshelf.
