They no doubt have their reasons for most metrics, in this case perhaps someone thought it was amusing to track or that the plot point was poorly conveyed. I'd forgotten her from the original game and I will admit I kinda looked at her body in slight bemusement for a moment - is that gonna get up and attack me, is it a dummy because it looks clean, etc.
Someone else mentioned the pin up calendars in the gas station - I wouldn't be at all surprised if they didn't track that and a crapload of other metrics just out of interest of knowing what the players DO in the game, where they get stuck, etc.
It's explained better in OG REvil 2. She's the mayor's daughter; Chief Irons is thirsty af for her, but she's a thottie and he's a gross old creeper. So, he decides the best plan of action would be to kill her, hollow out her corpse, and use his skills as a taxidermist to turn her into a taxidermy Real Doll. When no one hears from her again, or if anyone finds the body (which you do in OG REvil), he figures he can blame her death on the zombie outbreak.

Honestly, Irons is pretty good in this game, but there's no real buildup this time around: it's just, hey player, here's a fat guy, he's evil! In OG, it's not immediately apparent he's evil, and the slow, sinking realization that yes, your "ally" Chief Irons is indeed a crazed necrophiliac who works for Umbrella was one of the most memorable parts.

I dunno if it registered me staring at her, but I looked at the corpse just long enough to remember the original cutscene, and wonder where the blood was, etc.
