This has always been an issue with the 2 and 3 remakes, and really needs to be addressed. Capcom is clearly capable of doing it right as HDR in RE 4 remake was done correctly, with no inconsistencies and proper black levels to go along with impressive bright highlights. While RE 7 and 8 have the inconsistency problem where sometimes the image looks washed out and requires a PC reboot to fix it, the HDR at least looks right when the glitch does not present itself. Capcom needs to remodel their HDR implementation for 2, 3, 7 and 8 after what they did for 4.

I just tried RE2 (for the first time) to check out todays news of RT being removed (which's correct) and found HDR to be a mess too. Massively raised black level to almost mid-grey and couldn't get it working "normally" at all. SDR looked much better with blacks as you'd expect so I thought I'd have to settle for that. I then followed advice to disable W11's Auto HDR and RE2 was still a washout, plus when exiting game (with HDR still enabled in-game) Windows itself was also massively washed out! So I did a full PC reboot, with both W11 and RE2 left in HDR mode, and once rebooted I tried RE2 and then HDR was working correctly. I then was able to successfully change the games HDR brightness setting (unlike before when it couldn't be calibrated as it said it should) - it then had deep blacks in places and only lightly raised blacks in other areas though just because it was in proper HDR. I don't know what really fixed it, but I now know that HDR can work in the game, it's just very temperamental.

Don't enable auto hdr through windows 11, and hdr works.

The RE games (and perhaps all RE Engine games) are fickle as f*ck with HDR activation, but it's obvious and totally worth it when you've got it right. C1 owner here. For RE7, RE2R and RE3R, I have to have desktop HDR disabled, in-game HDR enabled for it to work right. REVIII and RE4R requires desktop HDR enabled first, then the in-game HDR setting enabled.

Bad monitors/TVs is not the problem. I've found RE 2 and 3 HDR lackluster on an LG OLED and Gigabyte FV43U. HDR in RE 4 and Village look phenomenal by comparison.

Disable Auto-HDR on Windows 11 (while keeping HDR enabled in Windows and within the game). Game should now look as it should on both SDR and HDR. Auto-HDR was messing it up on my OLED display.

The game had the same issue for me under Windows 11 and HDR set to Auto in the Windows settings. Set it from Auto to off in Windows and the in Game HDR worked for me great!
It’s also much scarier because it’s darker :)

Here is how I fixed it on my system:
1. Disable HDR in Windows and keep it off
2. Fully reboot the system
3. Start the game and let the game switch on HDR

If it works you should see an immediate improvement in image quality over SDR - less banding in dark areas but no raised blacks, more vibrant colors and brighter ingame light sources. If enabling HDR raises back levels, washes out colors and makes ingame lights more dim YOU ARE STILL AFFECTED BY THE BUG. Don't let people gaslight you into believing this is how it's supposed to look like.

HDR looked really bad in all of my resident evil games, There's a calibration tool you can download for windows, its on the windows store, I was hesitant but wanted to get the washed out images of most HDR games fixed. I think its called "windows HDR calibration". Once I installed that and went through the steps to calibrate it, now all my games that were washed out in HDR look rich. I do have to remember to turn out the windows HDR before booting a game. Its windows key, alt, and B to toggle HDR on and off. The calibration is key, once thats done, no more crappy washed out HDR.

for anyone dealing with this issue still, install special K. Launch the game with Special K. It fixes the HDR for me. Auto HDR in windows OFF. HDR in Windows ON.
