Love to have the RE games back again those that arent on steam.
and the resolution is terrible
and extracted the bio 1.10 file and the dll file to the game directory I got from appleofeden, but now when I try to open the game using the bio 1.10 file like the website tells me to, it says that no INI file was detected and that it will make a new one, then I close that and the game doesn't launch, if I try launching it again it claims the game is already running
If it doesn't and starting the .exe again will just tell you that the game is already running, you have to open up Task Manager (Shift + Ctrl + Esc), right click "bio2.exe" and click "End task".
You may need to move the ddraw.dll out of the game's folder temporarily, start up bio2.exe and if it runs properly then close the game, move the .dll back in and the patched game will hopefully work this time.
If you got it working and you want the resolution to be even bigger, you can change the config.ini file and change the value of "DisplayMode" to "1440x1080 0bpp full:0" (or higher as long as it's 4:3 aspect ratio).

Anyway, I'm not sure why you got another error message because I actually had the same issue of the game not starting when it's trying to create an .ini file until I moved the ddraw.dll, get bio2.exe running, moved the .dll back and started the .exe again.
If you're sure that bio2.exe isn't already running in Task Manager and you can't even play the game unpatched then something isn't right and you might have to reinstall the game.
Make sure you test that the original game (with the 1.1.0 update) can be played before you patch it with the Classic REbirth DLL file.
The site where you got ddraw.dll from has a troubleshooting section which may be helpful:
Appleofeden only distributes a patch that is essential to make the game work well with modern Windows, not the game itself. You might need to find another copy of RE2 that is compatible with it. Make sure it's Biohazard 2 SourceNext.
You would know it's the right one when the game only has one .exe file that combines both Leon and Claire playthroughs and there's a SourceNext splash screen when starting the game.

It looks dodgy because you're probably not used to websites that were designed from the 2000's. I don't think they updated that part of their website in ages even though the site is still active.
I'm not sure how you even got to that website because when I typed up "Biohazard 2 SourceNext" on Google, the first few links are PCGamingWiki's article of it, Reddit's tutorial on installing it, Overhaul mod for it and RE Wiki's article of SourceNext (company).
