Missing Claire Military costume?
I just purchased the Deluxe edition made sure all dlc was installed and in game I have all dlc costumes except for Claire's Military costume.

Right click on game->properties->DLC. See if this DLC marked as installed.

Having the same issue, I went to Verify the game files and it ended up reinstalling the whole game
