As for why Leon gets chris' model and claire gets jill's model, I think it really is just that claire and jill are both girls to be honest.
Lore wise, Chris lost his pistol in the woods outside the RE1 mansion, which is why he does not have agun until he finds one on a deceased stars member inside. Jill still has hers in re3 so it does not really make sense for Claire to have that one either, it is purely just to have the guns in the game.
I kinda wish they were unlockables instead of being dlc stuff but whatever.
