Not really. 0, 1, 2, 3, CV and 7 don't have NG+, not this kind of NG+:
To be fair 1,2,3, CV and 7 had some type of NG+ where you got reward items.
=>MISSION B: You play as the other character starting in the other part of town, and there is a TYRANT that randomly shows up punching through walls with a green trenchcoat, and you have to run past him.
=>Grenade Launcher/Rocket Launcher Mode: which let you run around the game with a rocket launcher and grenade launcher.
=>Secret Mission HUNK: Which was like a side story where you get a machine gun and you have to finish the game on a timer.
=>Tofu Mission: Where you play as a GIANT TOFU and all you have is a knife to run passed the game.
With it ? Smething like endless ammu
From the beginning or rocket launcher or something.
And revelations 2
You unlock special weapons for beating the game or from mini-games, but whatever you had in your inventory and/or item box doesn't carry over next playthrough, it resets. That's what I said not that kind of NG+.
4, 5, 6 and both Revelations do have actual NG+ where you start with everything you obtained during your previous playthroughs.
So why do Steroids and Stabilizers respawn each playthrough?
Things that carry over in RE7 are special unlockables, rewards and pre-order stuff. All regular weapons, supplies, healing items, bagpacks, etc. that you normally collect through the game are gone when you start a new playthrough.
Pretty sure max health values also reset since otherwise respawning Steroids wouldn't make any sense.
