Wesker is Wesker
He was theorized to have been a clone of Wesker though and the whole theory actually makes a lot of sense and is in a way hinted at.
Wesker is someone completely different.
Hunk is not some nobody.
He's a leader of the USS Alpha Team, and USS is Umbrella's private black ops for situations like this one. He's trained for fighting with B.O.W., so him surviving for so long is not something special really.
He reappears in writing in Code Veronica X, and sort of carried on from there randomly appearing as a bonus character, such as in RE4, Revelations 1 and 2, and Operation Raccoon City, etc.
He has no story, he's simply Codename: HUNK. The Grim Reaper. Mr. Death.
He was kicking asss before Leon had even decided he was a cop. Even RE4 Leon would be no match for him, either, I'd say.
If you consider Gun Survivor 1 canon, Umbrella has a whole division of weird human shaped things dressed in black scuba combat gear and armed with machine guns that dissolve into green acid stuff when killed, and their leader looks somewhat similar to HUNK in a roundabout way.
So maybe HUNK is genetically modified or otherwise gifted, cloned or manufactured like Wesker was, only with less super virus and more experience at being a grade A badass.
