STUTTERING FIX!
The problem is the pagefile. I removed the pagefile on windows and could see the game runs smooth but the game crashes due to lack of memory (i have 12gb of ram), activating pagefile again i could run the game but the stutter is there. Funny is that the game uses around 6gb ram here with page file enabled, i think it's some optimization problem.

Edit: The solution is to raise your pagefile, at least put 2x what you have, it fixes the stutter even on the main hall.

DON'T DISABLE IT. I was wrong and if you disable it the game will crash.

Can confirm raising pagefile helped for me with stutter, and oddly enough putting 8gb settings to textures helps with stutter, has something to do with how the textures are loaded in.

Here it is: https://mywindowshub.com/how-to-delete-pagefile-sys-in-windows-10/

It crashes for me with this off but maybe it works for you

Is there a way to increase the size of the pagefile?

Yes, you can adjust it in the same widow using a custom size

Perhaps increasing its size will reduce the stutters and prevent crashing... Will try this later today to see.

I think the problem with the stuttering is because of the game putting textures in the hdd/ssd which is way slower than getting it from RAM. You can see the stuttering always occurs when you load a new room. Raising it'll prevent crashes if you're low on ram (mine shows failed to create 2dtexture etc) but i don't know if it'll fix the stuttering

Cant be any of that. I had the stuttering, now I dont. I didnt change my page file, or swap out HDD/SDD. I just fresh installed my drivers, making sure ot use ccleaner before reinstalling them. Had no problems since.

I actually had stuttering when I had Chrome open on another monitor. The framerate would constantly drop in half for a split second. Haven't had any of that since I closed the browser

Oh =/ It helped me, right after i left the save room i had no microstutter with pagefile disabled but i can't test much because the game crashes after a minute or so, but with pagefile enabled i have this microstutter when i exit it and every room i enter, but no crashes. Tried rebooting after the changes?

The problem isn't the pagefile. The problem is that you have insufficient RAM to avoid dipping into it during gameplay. If you had enough RAM the game wouldn't crash when you disable it...and it wouldn't stutter because none of the data held in memory would get pushed to the pagefile.

but the game crashes due to lack of memory (i have 12gb of ram)

The game doesn't use 12gb ram. Something else on your system must be leaking.

monitoring it with afterburner it shows aroung 6gb used in gameplay, i don't know if it's really lacking or something, or maybe it needs the pagefile enabled, but it crashes with a message that couldn't create 2dtexture and low memory or something. I'm pretty sure this means system memory because my vram is only using 2gb from 4gb. I will try it without pagefile and see how much it uses

All the data in the pagefile isn't counted in the RAM usage total...and it isn't just containing the game. It also holds dormant programs that have been inactive for some time. When you disable the pagefile it forces all that back into RAM, which will obviously push RAM usage up. It'll do this before you even open the game so it's entirely conceivable that it could push it over the limit.

Tried it now with pagefile disabled. Crashed with 5508mb used after i exited the save room. With pagefile enabled i have no problem. I think the game is looking for some pagefile even if there's enough ram to run the game

If I can be bothered (it's a pretty big if) I might try it. I have 32GB of RAM so if it crashed on my system with it disabled that absolutely confirm if that's the case.
