Leon Route B Jail puzzle solution?

I've sat here for 15 minutes straight flipping all the panels around in every way I can see and the bottom one to finish it won't light up.

Does anyone have the solution for this thing? I can't find it anywhere online.

Huh. I did it on his A scenario on the first try and got the achievement or whatever for it. re.net said I spent like 30 seconds on it lol.
