Blame adaptive difficulty.
and dont waste them in 2nd floor+ windows (if thats even possible?)
Would explain why all of a sudden some zombies take 10-20 headshots to kill and can get up five times in a row...
I only noticed one area where zombies would climb through windows and it felt like it was scripted. I probably only boarded up two windows in my playthrough. The one by the stairs leading up just outside the safe room and the one outside the break room where the zombie bangs on it. The only one where zombies kept coming out of was where you drag one half of the officer out from under a shutter but you only go past that area once more in the east wing after you do this section and if you need to go anywhere near the east after this you can bypass that area completely.
The scripted part was the first window that a zombie breaks which happens much later in the game.
