With the shotgun I'm not even sure you can kill one in 4 shells, but maybe you can, at close range I always panic so I'm not a very reliable source for shotgun ^^
With Leon, best to avoid them. It can take up to 5 shotgun shells to kill a licker, though I've managed it in 2 point blank shots straight to the dome before.
Alternative for either: Door cheese. Lickers can't enter doors, and seem to forget about you the moment you leave the room. So you can keep popping out and giving them one or two shots.
Most of the time outside of the 4th Survivor and Tofu Survivor modes though, it's best to just avoid or sneak past them. Even that one Licker that drops down to startle you in the Lab section can be ran past before it can do anything, at which point it'll simply go away and chill in the main area.
I think they're kinda cute, to be honest. Chilling on their own on a ceiling somewhere, not really doing much, chittering to themselves, getting concerned and upset if you make too much noise. Cuteness.

Imagine a tiny one about the size of a bat. That'd be a neat pet, keep it in a little tank, etc.
Incidentally, did you know they have an aanus? I examined the Licker model thoroughly, and was suprised at such a discovery, indeed! Now the real question is does it shrink when it gets cold?
