Hording items only helps the character you're playing as currently not the other. It was like this in the original RE2 as well as every other RE game when you swapped characters. The other character never had access to the items you had in the main characters item box.
For Example:
RE1: When Chris gets poisoned and the player takes control of Rebbecca to find the antidote, she can't see Chris' items in the item box.
RE3: When Carlos has to find Jill a cure for being infected with the T Virus, he can't access Jills items either.
Man that sucks (i understand why).
But like in Re5, i was an hoarder, who stocked up on everything, that was so much fun for me.
However when I started my second play, I could not select to play Claire. It forced me to play Leon. Not sure I can be bothered to start from scratch again.
It's the second part of the story where the final boss is. The intended route is to do one character's a route, then the second character's b route, which is why beating Claire A unlocked Leon B.
