30, 60 or variable frame rate - which is your setting?
What do you use and which benefits do you see?

60, i have 60hz screen so v-sync and volia.

Variable. Benefits are obvious, but unfortunately I get constant micro stutters, even when I switch to 30 or 60

Also 60 because same Goro and 30 is nonsensical.

What fixed it was setting everyeffect to max (with SXAA+TAA) all special options to on, with textures as high as my vram allowed.
for some reason both CPU and GFX card usage dropped MASIVELY and now im getting smooth 60 with 40ish % GPPU usage.

TLDR:
If game is choppy try going HIGHER settings, depending on where your bottlenecked, might help.

60 even when i have 100hz monitor..you dont need more fps in this game coz its slow and 60 is smooth anyway

I fixed this issue and thought I would share it with the world. I can't seem to find this solution anywhere, so just enjoy this great game as a thank you. This is only for Nvidia users. I noticed dropping down to 60 fps fixed the issue, but I'm pretty stubborn and partake in a lot of troubleshooting. There's types of performance issues in games that can be either due to overall performance, or a finicky option not set properly. This issue lands in the latter. Since dropping to 60 fps fixes the issue, I knew it was a problem with the fps. I realized the "Variable" option is sort of a puzzle in itself; it's a hidden fps. The answer is 80. If you go into the Nvidia control panel, and set max frame rate to 80, the lagging stops completely, without sacrificing any fps (keep in-game fps on variable). Capcom thinks they're funny. They probably just didn't optimize it properly. Or some miscommunication in house, some devs optimized for variable, others optimized only for 80. I dunno, go figure.

I have a 144Hz screen, but I keep it at 60 for most games. Keeps the GPU cooler. These types of games don't really benefit that much from >60fps.

Well... this is one of those games that behaves weirdly and both benefits and has grave problems when running above 60 FPS. For one, the knife is unbelievably broken and deals damage to everything it comes in contact with every single frame. This is why if you take a knife to a boss at a framerate above 120, you could kill it with one hit. The game has a frame limiter for a reason, and that's why. Capcom's not exactly known for understanding how dropping frames and extrapolating performance (or a simpler term, being able to have truly uncapped framerates that go above 60 FPS and function without any errors) works so they don't even try.
