How to get back to underground staircase?

So I've seemingly solved a puzzle out of order, and I've gotten the stars badge AFTER the first william fight and returning to the police station.

Problem is, I can't figure out how to get back to the underground staircase to use it and open the container.

The goddess statue is now closed, and no other path seems to lead back there. I've wasted all my ammo going in circles trying to find a route through. Have I dun goofed?

Am I not able to get back to this container now?

You are right, you won't be able to get that item until later since you missed your chance on it.

You get there later when you get a key item to turn the valve in the elevator room under the secret passage to the basement.

You kind of have to progress the Sewer to get to that part, there is a shortcut that cuts back to the RPD Basement where the display case requiring the STARRS badge is.

Since the badge is in the East Wing, and can ONLY be reached by getting to the Chief's office via the Parking Lot's service elevator. You have no choice but to progress with the game there.

On Leon's playthrough the door Chief Irons comes out of is closed, but on Claire's playthrough it leads you straight to it I think.

Later in the Sewers, you can find a secret elevator that leads to the locked cell door next to the case. From there you can use a certain puzzle item from the sewers to reopen the statue if you wish.
