Where should I be using my window boards?
I used one by that window outside the photo dark room

i totally wasted another board at the window where you find the handle for the bathroom steam pipes

and now i'm tempted to use all the rest of my boards on the windows of that long hallway that connects where that one dude got pulled in half and the kennels

Use them wherever tbh. You get enough boards to board up nearly every window (at least on normal, idk about hardcore).
You can also just wait until you see a zombie banging on a window, run up and board it before he can break in.

The high traffic areas that you will be passing through more than once would be best for a start.

The West Wing of 1st floor should be the first place you board up. You go back there A LOT.

The first corridor you pass through by using the knife is a good place to use those boards
As that corridor will be flooded with zombies after The helicopter crashes into the building where you meet Leon in Claire's story.

So far the only one that really came in handy was the window next to the Dark Room. You pass there dozens of times, and the zombie is still stuck outside on hardcore. Everywhere else I feel like I rarely go past.

yeah, i wish i had boarded it up. too late now though, zombies are already in there

I'm pretty sure more zombies can come through the windows even after they are broken, might as well board that window up anyway.

lol i ain't going back in that area. i shouldn't have too, i've opened up all the other doors leading there and back. i'll have to go back for the club key door, but generally zombies don't hang around that close in

Anywhere. Really makes little difference. At that point in the game you want to offload them to free up inventory space. There's like two windows near save points that may be more deserving, but it's not worth worrying about

Once a zombie breaks through it doesn't matter anymore. Use it when you see zombies knocking on the window.
Not entirely true, some windows they'll pour through a few times during the game. Like the window near the cop you try to save and the window at the bottom of the stairs by the dark room safe room
