Only happens when the game leaves fullscreen when you tab out. I don't have issues if the game remains in fullscreen. As long as what ever I'm tabbing to is active on my other monitor RE2 doesn't leave fullscreen.
1. Press Esc to pause the game.
2. Press Shift + tab twice to open and close the overlay.
3. Now check if the mouse responds by clicking on load and or options on the pause menu and it should open that respective menu.
If it does, the mouse is working. If not, (if clicking it does nothing) Just open and close the overlay again until it does.
Thanks to the suggestion @Wrathra I managed to fix this by unplugging and plugging the device (keyboard) back in.
Wayy better than closing/restarting the game.
i'm also on a laptop. Mouse was working but keyboard was non-responsive. What worked for me was unplugging the mouse and plugging it back in.
