Stuck at the library (walkthrough help)

I need to get to the Clock Tower (Find the power panel parts).

Its either in the parking garage area or the area outside, i think you need to use the bolt cutters to access some other areas, youll end up putting the three crests in the police station fountain thing and end up in like a generator area and birkin will show up, then you'll meet ada.

when you have the club key, go to the record room on the left side of the police station 1st floor. you get the club key right before your first encounter with nemesis.

Hmm, I have already used bolt cutters. And I have already put all three crests in the police station and beat first boss

You climbed up into the parking garage right, check the map for red areas, it will show items you have missed in rooms, im not sure if i picked it up outside before i put the fire out or after, but you are close.

You should have a crank thing, you use it on the wall, where the dogs are, the guy who needs the pole for the jack in the library might need to use the same winch thing on the coridoor with the helicoptor crash, to gain access to the area with the chiefs room etc.
