If you want a correct readout then use RTSS/MSI AB/EVGA Precision and get a factual real time read on memory usage.
Slow streaming can be caused by either very slow HDD or VRAM shortages, forcing the game to juggle textures between VRAM, RAM and finally pagefile on HDD which is very, very slow.

And what you consider a fast HDD is nowhere near being sufficient for seamlessly loading textures on the fly.
I'm not sure how the engine handles memory restrictions but if it really stays at solid 2GB then maybe allocating more for textures will make it store more of textures in VRAM hence requiring less juggling mid-game.
It actually worked. everything looks crispy clean and sharp now. My gpu has 4 gb of vram and i bumped it up to about 3,8 gb in vram usage from texture quality.
