My first playthrough in '98 was with Claire first, mainly because I just wanted to replay it similarly to how I did the first game: Jill was first.
Again, there hasn't been anything official. It's not official canon via Capcom. It makes the most sense when played that way, but if anything it's only fan canon.
Claire A/Leon B is canon. RE6 Sherry was infected by G which does not happen in Leon A/ Claire B.
It's really not important to worry about which order is canon though. Both possibilities will be consistent with themselves, and neither is out of chronological order because they ostensibly happen simultaneously.
Shows you which Resident Evil I never bothered to finish. There was never anything about which order to play Resident Evil 2 was correct at release, and we had to wait for some random reference fourteen years later in the worst mainline game....
