I've heard the opposite, being the reason Capcom didn't say Route A&B were originally in the game in the same way, was because it doesn't really effect things like that anymore. That being regardless what you do with leon or claire, it won't change ammo or item placement or enemies, like the first game.
We'll see how true this ends up being.
Just like how they listed Leon first in RE6 when Chris and Jake campaigns timeline-wise actually started first.
They simply have to list one character first or the other, it doesn't mean you have to play in that specific order, or else they wouldn't give you the choice to begin with. Revelations 2 had to be played in a specific order so they don't give you the choice, RE2 is, and allways has been, up to player's choice.
