Resident Evil 2 is a remake and re-imagining of the original Resident Evil 2 game that was released in 1998. The game will follow the same story as a guideline but that's about it. Gameplay is completely different so you won't get the same exact experience from the original but I imagine it will be for the better as much as I love the original RE2.

If you want to know what happened before this game - then try out Resident Evil Zero and Resident Evil Remaster which are both available on Steam - though expect different type of gameplay.
