Do zombies talk?
I'm pretty sure I found one zombie in the game that said something when he came at me.. As if he was recently turned and still faintly had some consciousness left. I can't remember what it was because it happened just once.. one word and very low.. I vividly noticed at the time but I don't think I've ever seen it again. It was like during my first hour with the game so I thought it was a thing... now I realize it's either extremely rare or I am tripping. Couldn't find a single video on Youtube with that or anyone talking about it here.

Maybe in the first stages of their "zombification", they may be still able to talk.

Not really talking, but now and then I have zombies who say something that sounds like "YOU". when they see you. These are my favorite zombies, I think it's really funny. Leon or Claire come into a room, the zombie sees them: "YOOOUUUUUU". xD

Yes. One of the zombies mumbled "RE3 Remake is coming" in one of my playthroughs. I am telling the truth.

In the comics (which are of dubious canonical value) and in the "itchy, tasty" letter, it is shown that in the early stages of the process people's communication abilities deteriorate at a rapid pace, but they're still able to form coherent thoughts. But it's downhill from there, eventually losing all ability to reason, and then they start voting democrat.

In RE1 they can even write, so it is possible. It is always strange to me, why everyone keeps notes(sometimes audio) in video games. But guess the player wouldn't know the stories otherwise if there's no survivors.

Diaries / notes.
Researchers need to do it to keep their thoughts organized. I think policemen need to do it to write reports? And some people just like to have stuff written down as memorization practice or to leave something for future generations.

But yeah, it's mostly just a cheap way to pass lore to the player in most games.
