I'm not sure, but I believe its just related to how far in the game you are. Iirc, it wants to know if you are worthy and it just checks your game progression. Elementals are pretty much only available in the dlc for AoF3.

It has 3 progression marks where it does things after it unlocks, killing the dragon is after the 3rd check I believe.

Actually, the world tree shows up on the map at 0.4 game progress, and then starts rewarding apples at 0.65 game progress. For reference, heroes promote at 0.55 game progress, so it will generally unlock a few battles after your hero promotes. Game progress slowly increases as you complete battles, improve your hero, and build your army. The world tree event is unrelated to any other given events, just game progress.
